Public Input:
1. Maureen Spencer: Questions about the Ecomaine presentation last week.
2. Commissioner Albee: Went well, she will be back with prepared analysis.
Overview of Ecomaine Presentation
3. Maureen: Effingham Selectmen would like presentation on nursing home some Tuesday in July.
4. Commissioner Sorensen: Tuesday, July 7th at 7pm. Will bring panels (nursing home diagrams and pictures) for presentation.
5. Maureen: Advertise on County web site and in newspapers
6. Commissioner Sorensen: We are in Conway at Selectmen’s meeting at 4pm on June 30th.
7. David Babson: Last week Commissioner Albee mentioned trimming hedges, what is the rate?
8. Commissioner Sorensen: Whatever the going rate is.
9. David Babson: It has been one year on new rates, is this showing increase in revenue?
10. Commissioner Albee: Checked revenue is tracking against projection. 50%
11. David Babson: Has Dennis Robinson resigned?
12. Commissioner Albee: He is not longer an employee of Carroll County. Has been terminated. Personnel matter that cannot be discussed further.
13. David Babson: Do we have corrections officer out on leave for sexual harassment?
14. Commissioner Albee: One on administrative leave. Not at liberty to say why.

1. Commissioner Sorensen: Received email regarding meter at jail. Have conference call today @ 10am to verify procedure.
2. Commissioner Albee: Meter is included in budget. Have talked to Cpt. Johnson and maintenance. Need to get the job done.
3. Commissioner Sorensen: How is instrument for wind study progressing?
4. Commissioner Albee: Ossipee Electronics has to install it
5. Commissioner Sorensen: Town of Ossipee gave final approval for boundary changes dealing with Cornerstone land deal.
6. Commissioner Albee: Had building committee meeting on Monday. Meet with delegation on July 20th. Need permission for all $23 million.
Employee recognition celebration went well at nursing home
7. Commissioner Sorensen: We do not do enough in recognition. Can we write thank you notes to people who do above and beyond their jobs?
Jason Johnson, HOC
Current Population 53 in house, 4 weekenders, 2 electronic monitoring, 6 transfers, and 18 pre-trial releases for total of 85. Admitted 22 for the week, 11 repeaters. Released 26. Repeater charges: 3 for warrants, 1 VOP, 1 PC, 1 Assault, 1 UPA, 1 BOB, 1 DC, 1 Burglary, 1 DWI. Farm has been taking out average of 5 inmates, 16 eligible.
Officer Phillips completed his classification class. A revised Detainee Request Form has been drafted to help ascertain more information to help assess and classify the inmates. He has finished the new classification policy, had his instructor review and sign off on it, will be forwarded to Primex for them to review and then bring to commissioners for approval. Robin Gordon has already reviewed document.
Over next two days we will be releasing two inmates we had on Administrative transfer from NH State Prison. Both have made parole.
1. Commissioner Sorensen: Estimate on A/C?
2. Jason: Has been here but not done yet.
3. Commissioner Albee: Get second estimate from Drew, also look @ rebar in barn.
4. Commissioner Sorensen: Sell at per pound basis/ how much would they give us. Need to make Jason acting Director of Jail until such time as we hire for the position.
Commissioner Sorensen moved to make Jason Johnson acting Director of CCHOC. Motion seconded by Commissioner Albee. Commissioners Albee, Sorensen, and Solomon in favor. So voted.

5. Copy of proposal on medication prices given to commissioners. Will have Primex go over proposal. Special pricing on certain classes of medication. Formulary- 3 tiers. Primex can advise us.
6. Jury coming in to view MSU regarding a case as a result of a search in MSU– will relocate inmates during that visit. Four officers will be testifying in that case over the course of today and tomorrow.
7. Discussion of Cyber-tron, equipment and leasing costs. This is the communications system. Jason and Commissioner Albee will discuss and arrange details later.
Will Dewitte, Farm1. Updates: fixed step for ladder on dump truck. All wood is cut into 4 ft chunks to be processed. Taylor will deliver more when they have it. White truck is road worthy, inspected and registered. Looking at vehicle fleet plan. Recycled metal trailer owner will try to remove and dump it this week. Will then bring it back. 50/50 deal.
Jason coordinating with training of farm staff to deal with inmates.
2. Commissioner Albee: Jail will be instituting updated classification program.
3. Commissioner Sorensen: Need to do water samples for month of May. Will check on availability of blueberry plants for next year. 1000 plants per Acre, close to pond.
4. Commissioner Albee: Soil testing of fields; adjust soil now for next year.
5. Will: Blueberries and Christmas trees cannot be close together due to disease. Will check with Tina from Co-op forestry.
Discussion of farm production, preparation. Site selection of impound yard discussed.]
6. Commissioner Albee: Would like to see inventory of vehicles and who they belong to. (this would be the responsibility of Santuccio in Sheriff’s department)
Mike and Kate Cauble, Carroll County Coalition of Emergency Preparedness
Discussion of how long the grant is good for (1 year, renewable for 2 more). Discussion of employee(s) required for position. Can it be incorporated into Sheriff Department position to move money through Sheriff Department? CCCEP focuses on public health, Sheriff is natural disaster. One purpose = Shelter. Determine flexibility of grant. Grant has been awarded and fairly assured of being received.
Discussion of interviewing and office space for CCCEP. Delegation will want to be part of setting up new department.
Further conversation needed. Possibly coordinate with Sheriff on position. Person must be approved by State.
Discussion of grants, areas, counties, emergency management, Health officer. Next meeting of Coalition is July 13th at 10am in delegation room. Caubles will be retiring as of June 30th. Discussion of anticipated return of Swine flu in the fall.
Kathy Garry, Business Office1. New flag has been received, pole ordered for delegation room. Also working on getting State flag.
2. Checks from Hale’s location, check for CD?
3. Details of pro-share money that will be received tomorrow if all counties sign ($396,899.02)
4. Commissioner Albee: question on how they determine amount per county. We are getting less than any other.
5. Kathy gave commissioners updated format for Monday’s Wolfeboro meeting. Will send/email to delegation members and Towns of Effingham and Conway. Put on Carroll County website also.
6. Commissioner Albee: Re-open discussion of cross training again in near future (next week’s agenda).
Robin Gordon, Attorneys office
1. Followed up on capability of courts ability to do video arraignments. They do not have the capability. Jason is going to check on status of this at the jail.
2. Commissioner Albee: Sheriff is in process of hiring grant writer. Looking for grants to update communications.
3. Robin Gordon: Grant deadline, most have passed.
Robin Reade, HR1. Received email on Economic checklist – will forward to town, their responsibility. Review the Primex Medical Savings and other aspects of contracts/flexible spending (limit $1500). Union will be voting today. Nursing home/Jail. Already signed non-union contract package. Pertains to reworking deductible and co-pay plan.
2. Have had three replies from law firms (attorney to represent commissioners in negotiations with unions). Reviewing options. Start interviews on July 1st at 1pm.
3. Thank you to Commissioners for coming to employee recognition gathering.
4. Commissioner Sorensen suggested having some kind of committee where people can nominate a person who goes above and beyond in their job. Look at this concept.
Open for Public Input
1. Nate Giarnese: What was date the Dennis’s employment ended? (June 22nd) Longevity? (18 years approx) (Cannot discuss any further details, he is no longer employed by the County). Officer on leave also cannot be discussed.
2. Henry Spencer: Care tracker system, how is it working?
3. Commissioner Solomon: It is paying off
4. Maureen Spencer: Are you going to hire someone to replace Dennis?
5. Commissioner Albee: Must go through process of advertising position and interviews.
6. David Babson: Marge Webster should be publically thanked for obtaining grant received by state pro-share money. Will Jason get a pay raise due to his new position as acting Director? Would like to see in-house advancement instead of outside hiring. Also not fair to applicants.
7. Commissioner Albee: 2 stage process. Announcement of termination and appointments. We need to look at how this is handled.

Drew Drummond, International Wood fuels, LLCPresentation on usability of wood fuels. How complex/nursing home can benefit.
Overview
No capital cost to facility
1. Give boiler, silo, enclosure, deliver pellets, remove ash, and monitor BTU’s. Monthly bill for BTU’s. No minimum requirement of usage. Runs parallel to existing system. 10 year commitment. Carbon offset credit belongs to Wood fuels
2. One system, must do analysis of distance and piping needs.
3. Cost of BTU’s is based on trend of fossil fuels slightly discounted. Ability to lock in depending on boiler and system. Paying for created BTU’s and BTU’s lost in circulation.
4. Piping is usually the responsibility of the complex. Possibility that we could do buildings in close proximity.
5. Developers will know projected BTU usage; I can do an initial analysis for complex.
6. Commissioner Albee: Benefits: Reduce cost, keep fuel local, and be green.
7. Drew: Modern, first metered systems are going in at Franklin Pierce. Contracted for 2 systems. State of Maine is also looking at contract for correctional facility. Local supply will be available by the time customers are set up.
8. Commissioner Albee: Once we get design we will look further into your process.
9. Commissioner Sorensen: Any benefit to having 2 plants?
10. Drew: More efficient to bring it all together with one boiler.
11. Henry Spencer: Cap on BTU charges?
12. Drew: Looking at $4 - $5. Wood fuels = safe transport, self contained system. Must get stats and data to put something together, potential design. Responsibility of customer for electric demand. Will have some info on cost of electric.
13. Babson: we are losing our power of negotiation by going with you.
14. Drew: no capital outlay. Yes, you are losing the negotiation but we are giving the equipment, maintaining it, and servicing it.
15. Commissioner Albee: Need to look at projected, unknown cost of energy and longevity.
16. Drew: Longevity is 20-30-40 years depending on maintenance.
17. Commissioner Sorensen: AT the end of 10 yrs we have option of purchase, continue, or remove.
18. Henry Spencer: What if your business model fails?
19. Commissioner Albee: would have to have wording/clause in contract if they go bankrupt.
20. Commissioner Sorensen: Output?
21. Drew: slight particulate, lowered Co2, no smoke, no smell. All Permitting and testing is done by Wood Fuels. You can keep ash for fertilizer or we can take it. Your choice.
22. Commissioner Albee: differences between pellet and chip, chip usage, pollution, storage, waste. Chips are locally produced and controlled.
23. Drew: Wood chip delivery is inconsistent. 3 x wood chips in 1 pellet. Efficiency varies in chip- consistent in pellet.
